Paul M. O’Hanlon has worked full-time on new market tax credit transactions since 2005, representing lenders, investors, community development entities and borrowers in such transactions. Because of the flexibility of the new market tax credit as a community development tool, he has worked on transactions which combine NMTCs with renewable energy tax credits; historic tax credits, federal, state and local grant and low-interest loan programs; third party and leveraged debt; state-level MNTC programs; and the federal Opportunity Zone program.
Paul has extensive experience in the interpretation of the CDFI Fund’s regulatory requirements applicable to CDEs through Allocation Agreements. He is a leader in the industry efforts to clarify existing regulatory guidance and obtain new guidance from the Internal revenue Service and the CDFI Fund. Prior to his concentration in tax credit transactions, he conducted a tax-exempt bond affordable housing finance practice.
